The ministry is also working on a 2022 India telecommunications bill to make the industry "ready for the future" in terms of regulatory and legal concerns, as well as launching 5G services. According to the proposal, voice, video and data services provided by over-the-top (OTT) platforms such as WhatsApp should be regulated as telecommunications services and require a license from the government, just like other telecommunications operators.
