No SIM card Number to Minors, need to submit CAF: says DoT

The Department of Telecommunications (DoT) said SIM cards should not be issued to minors in India. This means that anyone under the age of 18 cannot purchase SIM cards from any of the country's telecom operators. 

However, this is more than meets the eye. A telecom operator cannot simply sell a new SIM to anyone, even those over the age of 18. SIM card company in India will issue mobile number after completing the CAF form

To get a new mobile SIM number, a person must fill out sim card owner details and submit CAF to sim card company in India. This form is actually a contract between a customer and the telecommunications service provider (TSP). This form specifically sets out certain terms and conditions that must be met by both the TSP and the customer.

Due to Customer Application Form (CAF) is a deal between the customer and the MSP (Mobile Service Provider), it is governed by the Indian Contract Act of 1872

No SIM card Number to Minors

The law specifically states that the person entering into the contract must be at least 18 years old or 21 years old in case the court has appointed legal guardian. Furthermore, the person entering into the contract must be sane and he is doing it with a sound mind as well. 

Otherwise, the contract is invalid in the eyes of the court. Finally, the person entering into the contract should not be excluded from entering into legal contracts by any other law.

DoT recently stated that SIM cards should not be given to minors in India. As this is a contract between the TSP and the subscriber, only eligible adults can sign the telecom contract. So how many SIM cards can a customer buy in your name?

No one can purchase a maximum of 18 SIM cards in your name. Furthermore, of the 18 SIMs, only nine can be used for mobile calls and the other nine are for M2M communications.
